Registering a business and registering it with the Inland Revenue Department are separate steps: every company incorporated or registered in Sri Lanka must register with the Commissioner-General within 30 days of incorporation or registration.
You can complete TIN registration in Sri Lanka through IRD e-Services or by submitting the relevant application and documents at the IRD Head Office or a regional office.
What Is a TIN?
A Taxpayer Identification Number, or TIN, identifies a person or business within the Inland Revenue Department’s tax administration system.
A TIN differs from a Personal Identification Number: the TIN identifies the taxpayer, while a PIN provides access to IRD e-Services; companies and partnerships also need relevant Staff IDs (SSIDs).
Who Needs Business TIN Registration?
The IRD accepts taxpayer registrations for private limited companies, partnerships, foreign companies, companies limited by guarantee and other business entities.
A sole proprietorship is added to the owner’s individual taxpayer profile rather than registered as a separate corporate taxpayer. If you already have an individual TIN, check your existing registration before applying again.
Companies must register within 30 days of incorporation or registration. This is the registration deadline, not a guarantee that an application will be processed within a particular period.
Documents Required for TIN Registration
Prepare the documents relevant to your business structure.
Business type | Main supporting documents |
Registered company | Certificate of Incorporation, ROC-certified Form 01/05/40 as applicable, Articles of Association, and NIC or valid passport copies of all directors. |
Company with relevant changes | ROC-certified Form 20s, Form 13 where applicable, and Form 18 in the circumstances specified by the IRD. |
BOI-registered company | Company documents together with the BOI registration certificate and relevant agreement. |
Sole proprietorship | Owner’s NIC or valid passport, Business Registration Certificate, and address evidence where required. |
Partnership | Partnership Registration Certificate and NIC or valid passport copies of all partners. |
For Sri Lankan directors and partners, the current checklist specifies NIC copies; foreign nationals should provide valid passport copies.
Before submitting, check that names, registration numbers, addresses and identification details match across your application and supporting documents.
How to Apply Online
The IRD’s online registration process involves choosing the correct taxpayer category, completing the relevant details, uploading supporting documents and submitting a declaration.
- Visit the official Inland Revenue Department website.
- Select e-Services, then Access to e-Services.
- Choose Taxpayer Registration.
- Select the appropriate registration category.
- Enter the taxpayer, business and director or partner information requested.
- Upload the supporting documents.
- Review the application and complete the declaration.
- Submit and save the acknowledgement number for follow-up.
Use an active email address and an accurate mobile number, as these details are important for registration and subsequent access.
Can You Register Offline?
Yes. You can submit the appropriate taxpayer-registration application and supporting documents at the Primary Registration Unit at the IRD Head Office or a regional office.
Before visiting, check which application form and attachments apply to your business.
What Happens After Registration?
A TIN does not mean every tax automatically applies to your business. Relevant tax registrations depend on your activities and liabilities, although Corporate Income Tax registration is automatic for corporate entities once a TIN is obtained.
Other registrations may include VAT, APIT, withholding tax and SSCL where applicable.
After obtaining the TIN, request a PIN; companies and partnerships must also arrange SSIDs and the necessary staff authorisations through the portal.
Common Mistakes to Avoid
Before submitting your application, check for:
- An incorrect taxpayer category
- Unclear or missing document copies
- Director details that differ from ROC records
- Missing forms recording company changes
- Incorrect email addresses or mobile numbers
- Confusion between taxpayer registration and tax-type registration
- An existing TIN that should be updated instead of duplicated
Individuals can check an existing TIN through the IRD’s NIC-and-OTP verification process; these published lookup instructions are specifically for individuals.
